Dividing A Story Into Chapters? How?

If you look at, say, JK Rowling's Harry Potter books, the chapters are more-or-less divided into hero's journey segments.

That's one way to do it. 

So, say, the first chapter would be the Ordinary World, Call to Adventure and Refusal of the Call and then, the new chapter begins once out of the Ordinary World, which is a New World in its own right.

Another way to do it is to section the arc into significant change stages. And start a new chapter at each change stage.
